Renewable Energy Sources

 

State Policy in the Field of Renewable Energy Sources

 

Issues related to renewable energy sources as a real alternative that compensates for the lack of other domestic energy resources, as well as in line with the EU policy supporting electricity generation from renewable energy sources, are regulated by the following laws and normative acts:

  • Law on the Promotion of the Use of Energy from Renewable Sources of 26.02.2016, developed taking into account Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources (recast);
  • National Integrated Energy and Climate Plan (INECP) 2025–2030, which represents a set of concrete actions to achieve decarbonization objectives;
  • National Development Strategy “European Moldova 2030”;
  • Energy Strategy of the Republic of Moldova until 2050.

State policy in the field of renewable energy is implemented through sectoral and local government programs. The implementation of these policies is monitored by the central specialized authority of public administration in the energy sector.

 

The principles of state policy in the field of renewable energy sources are as follows:

  • alignment of the national legislative framework with European Union norms and standards;
  • promotion of renewable energy, energy efficiency, and energy savings through support schemes and measures in accordance with the law;
  • exercise of state administration in the field of renewable energy;
  • prior access for electricity generated from renewable sources;
  • ensuring access for individuals and legal entities to information regarding the production and use of renewable energy and energy efficiency;
  • development of objectives and measures to promote energy efficiency and reduce greenhouse gas emissions;
  • reduction of dependence on fossil fuels and improvement of energy efficiency across all sectors;
  • improving the reliability and efficiency of networks to ensure safer and more efficient electricity delivery.

State policy aims to achieve the following objectives:

  • diversification of local primary energy resources;
  • achieving a share of at least 27% renewable energy in gross final energy consumption by 2030;
  • strengthening energy security;
  • development of competitive energy markets and regional integration;
  • regional and local development;
  • assessment of the possibility of integrating electricity storage systems into the grid;
  • promotion of cooperation between central, regional, and local public authorities;
  • ensuring safety, health, and labor protection in the development of renewable energy;
  • promotion of energy efficiency, energy savings, cogeneration, district heating and cooling, and increasing the share of renewable energy;
  • encouraging international technical and scientific cooperation and the implementation of international scientific and technical progress in the field of renewable energy;
  • support for self-generation and decentralized electricity production;
  • ensuring communication and raising public awareness in the field of renewable energy.

Integration of Renewable Energy Sources into the Energy System of the Republic of Moldova

 

S. E. “Moldelectrica” is actively involved in the process of integrating renewable energy sources (RES) into the electricity system of the Republic of Moldova and their direct integration into the national power grid.

 

According to updated information as of April 2026, connection approvals issued for power plants to the transmission network are valid with a total capacity of approximately 1.44 GW. Detailed information is available in the section Grid Connection.

At present, according to updated information as of March 2026, 53 power plants have been commissioned with a total capacity of 325.55 MW.

For generating units, in addition to the requirements in the section Grid Connection, the General Requirements for Generating Units approved by ANRE Decision No. 108 of 01.03.2024 have been developed.
